1. BACKGROUND After the decays of vicious prolonged civil conflict in Somalia which demised the entire nation including its institution. After the post civil unrest many institutions re-emerged in the public to re-initiate ruined institutions and public service. Some of these institutions however, lack the basic fundamental capacity to design, implement, and effectively sustain their aimed projects. The result and the consequence of such short coming became a negative impact on the performance of these organizations and the goals set projects in their projects. The provision of technical know-how to Somali institutions has not been fulfilled for the reason of a variety of factors. The most critical of these factors is the absence of professional institutions designed to transfer their skills to a meaningfully bring solutions to the existing operational crises among the Somali institutions. Over the last two decades, fewer projects have been subjected to adequate monitoring and external evaluation to assess the success of their performances in line with set objectives. The reason behind this is that most of the internal monitoring mechanisms do not provide for effective monitoring. Besides this, it is a known fact that most external evaluators are unable to access remote areas where projects are implemented. In light of the above mentioned circumstances, a team of Somali experts have felt such gap and how it is necessary to establish a group that will address the current needs of the Somalia care providers for the sake to contribute positively to its growth by offering an essential Training, development, consultancy services. .
